What are the qualifications to register as a Registered Counselor for citizens and non-citizens of Malaysia?
For a citizen / permanent resident of Malaysia:
 
Eligibility for registration is based on Section 24 (1) and (2) Counsellors Act 1998 (Act 580)Section 24 (1)
 
A person shall be registered as a counselor if he satisfies the Board that he is a Malaysian citizen or a permanent resident of Malaysia, not less than twenty-one years, is a fit and proper person to be registered as a counselor and holds any of the qualifications specified in the Second Schedule .
 
Section 24 (2)
 
If a person holds such qualifications are not specified in the Second Schedule, but the Board is satisfied that the qualification is not less than or equal to the qualifications stated in the Schedule, the Board may approve the registration of that person as a counselor if he satisfies the Board that he is a Malaysian citizen or a permanent resident of Malaysia, not less than twenty-one years, is a fit and proper person to be registered as a counselor.
 
For non-citizens / permanent resident of Malaysia
 
Eligibility for Provisional Registration under Section 27 (3) (a), (b) and (c) Counsellors Act 1998 (Act 580)Section 27 (3) (a), (b) and (c)
 
Upon receiving an application under subsection (1), the Board shall consider the application and may allow the applicant a temporary registration if satisfied that-
 
a) He is registered or licensed as a counselor, or otherwise authorized by law to practice as a counselor, in a country where he usually practice as a counselor;
 
b) He has expertise counseling and
 
c) Physical presence is required in Malaysia for not less than one hundred eighty days in a calendar year for the purpose of providing counseling or she is the resident representative of the foreign component of a joint venture for such purposes.
